The Federal Migration Service of Russia has begun receiving notifications from citizens about having a second citizenship, residence permit or the right to permanent residence in the territory of a foreign state.

As the Russian Emirates was informed in the FMS of Russia, Russian citizens residing in the UAE and having permanent resident visas must submit notifications as soon as possible after their entry into the territory of the Russian Federation. Notifications of the established form must be submitted personally by the citizen (for persons under the age of 18 or limited in their legal capacity by their legal representative) or sent through the federal postal service of Russia to the territorial body of the FMS of Russia or its structural unit at the place of registration in the Russian Federation.

"Overseas agencies are not authorized to accept these notifications, to notarize the applicants' signature on them, or to forward notifications to the FMS of Russia," the Russian Embassy in the UAE said. In addition, notarized copies of documents are not required. As specified in the FMS of Russia, a citizen of the Russian Federation who has a residence permit for residence abroad, deregistered at the place of residence in Russia, is exempted from the notification. At the same time, consular registration in the diplomatic mission of Russia abroad is voluntary.

The law criminalizing the concealment of a second citizenship entered into force on August 4. It is supplemented by an article obliging one who, along with Russian, has another citizenship (the right to permanent residence in a foreign country), within two months from the date of acquisition of foreign citizenship, notify the FMS of Russia in writing. For failure to comply with this requirement, a criminal fine of up to 200 thousand rubles (US $ 5.8 thousand) is imposed, either in the amount of the convict’s income for a period of up to one year, or compulsory labor for up to 400 hours. Criminal liability will be imposed only for failure to fulfill the obligation to notify the acquisition of foreign citizenship.

Currently, the legislation does not provide a clear explanation of whether resident visas are an analogue of a residence permit. Russian Emirates will promptly inform readers in case additional information appears.
