Consular Section of the Russian Embassy in the UAE Answers Readers' Questions

The consular department of the embassy of the Russian Federation in the UAE begins to acquaint readers of the Russian Emirates magazine with answers to the most relevant consular questions. Recall that since November 2010, the consul of the Russian Embassy in the UAE (Abu Dhabi) is Yafarov Eldar Ravilievich. And before moving on to questions and answers, we would like to briefly introduce you to the principles of the consular service of the embassy.

The consular part of the embassy or the consulate general in the host country coordinates the provision of consular relations of the Russian Federation with foreign states, issues of protecting the rights and legitimate interests of the Russian Federation, its citizens and legal entities abroad. Within the framework of their competence, consular officers carry out notarial acts, register acts of civil status, and participate in the consideration of citizenship of the Russian Federation. Along with protecting the rights and representing the legitimate interests of Russian citizens abroad, they inform them of the laws and rules of stay in force in a foreign country, give them the necessary recommendations, take appropriate measures to ensure safety in case of emergency, and, if necessary, and evacuation from the country.

In this issue of the journal “consular page” we will start with the most important issue - issuing a foreign passport.

Eldar Ravilievich Yafarov gives his explanations:

- Dear compatriots, I note that the replacement of a passport currently takes 2-3 months from the date of submission of documents. The Consular Section of the Embassy and the Consulate General of the Russian Federation in the UAE are authorized to accept documents for the exchange of RFPs from Russian citizens who are registered in the Russian Federation (having a residence permit) and are temporarily in the UAE with valid visas (permission of local authorities to stay in the UAE), as well as citizens with a permanent residence in the UAE (permanent residence). I draw your attention to the fact that Russians who entered the UAE on tourist visas cannot exchange foreign passports.

To consider issuing a new RFP, you must contact the consular department in person and submit the following documents:

  • Clearly completed application form. The application form can be printed on the website of the embassy: //www.uae.mid.ru / doc / anketa_ZP.doc.
  • 7 photos (color on a white background), size 3.5 x 4.5 cm.
  • The original and a copy of the RFP to be exchanged with a resident visa.
  • Consular fee of 180 dirhams.

Unfortunately, you and I live in turbulent times: various political or natural disasters constantly occur. Therefore, I strongly recommend that citizens of Russia to register with the consulate. This procedure, while not mandatory, will allow you to resolve many issues without leaving for Russia (providing information on upcoming elections and referenda, issuing passports, registering acts of civil status, etc.), and will also facilitate returning to your homeland, if any in the host state of hostilities, riots or natural disasters. This form of consular support of its citizens abroad exists in the practice of many states and in no case does it infringe on the rights and freedoms of a citizen. If you decide to register with a consular post, you must fill out a form, which can be downloaded from the website of the Ministry of Foreign Affairs of Russia. The application form with a photograph and a copy of the RFP must be brought to the consular post in Abu Dhabi or Dubai. Registration is free of charge.
